That doesn't mean it isn't working correctly and at high torque. An impact delivers lots of small quick blows. If it runs up against something flexible it won't work. It will deliver a blow and rotate a small amount (slightly deforming the soft skin/muscle etc. of your hand), it would then rotate back to its starting point as your skin etc. retracted and then repeat. That's why using an impact gun on one end of a nut/bolt while using a hand-held wrench on the other doesn't work, you just keep vibrating back and forth.

Snap-On makes some cool torque setting extensions that work on this principle. They are basically like spring steel. Once the gun reaches a certain torque it will stop advancing the fastener since the extension will begin to twist each time the hammer/anvil hits and return to the starting point between impacts. I got the set and use them for all my lug nuts etc.

We use torque sticks like that many times daily. They work great! Ours are color coded for lug nut size and the torque spec. 19mm/100 ft lbs is grey, 21mm/80 ft lbs is orange, etc.
 
look on Ebay, look for quality tools that are barely used, I got a $600+ Sioux 90 drill for $130 looks like it has only been used a few times, the stickers were still there and in good shape.

reasearch the tools and knowexactly what you are buying.
