Adaptive Cruise Speed 700H not setting under 19mph

So, since I got the car I have always been able to set the ACC speed to anything from 1 mph to whatever speed I wanted. This week after running awesome trails here in CO during Crockies, the car now limits the speed I can set the ACC to 19mph. It will follow the speed of the car in front and slow to less than that, but won’t allow me to set the speed to say 15 or 10mph. Could it be something wrong with the sensor? Dirt maybe? Or did I change any configuration by accident? TIA

I've driven my car through rush hour, when it was my daily. Every time i set my ACC, below 19mph, it will always set it to 19. But it will still follow the car in front to a full stop, however, the minimum speed is set to is 19mph. I never was able to set it below that.
