94 LC that my engine light came on this past week and used jumper wire method to pull the following codes. 14 & 28. Im assuming 28 has to do with an 02 sensor going bad, but no idea what the heck 14 would be specifically. The LC has been running well from what I can tell.
Any thoughts?

Code 14 is either a Turbocharger Pressure or an Ignition Signal. I'm guessing the latter, as I don't believe any TLC came with a turbo and doesn't pertain to your 94'.

Code 28 is the No. 2 Oxygen Sensor as noted in the below diagram, which @csanders was kind enough to send to me and also has a 94', so placement of the 02 sensor is valid.

Hope this helps!

Yes, thank you. I’m wondering if #14 can have anything to do with igniter..

Yes, CEL 14 is an Ignition System code. Your ECM wouldn't have been getting a signal from your IGF. I would try checking your igniter, ignition coil circuit, and distributor, see if you can find any issues.
