94 Throttle Position Sensor Adjustment

Diligently reading my FSM and I need to apply vacuum to my throttle opener in order to complete the adjustment procedure which I understand. The pic in the FSM is somewhat nebulous. Can someone confirm that I've circled the throttle opener position where vacuum is applied? Thank you.

Mechanically what happens when vacuum is applied to the throttle opener? Does the throttle opener plunger/arm retract or extend? It's never been clear to me.
Sorry for my dirty spare throttle 🤭

Throttle opener is this black thing, when you apply vacuum on this black thing, even with mouth, you can feel door of throttle getting close more tight

In the service manual, it says "
Gradually turn the TP sensor clockwise until the ohm−meter deflects", what does the that mean when it says ohm meter deflects?
 
This was written before digital meters. Analog meters have a needle, just like your dash gauges.

What the manual wants you to look for is an increase in resistance. This will result in whatever initial resistance your meter displays increasing by any amount, when you rotate the sensor.

Makes sense, this means that could use a digital meter and just rotate the sensor until the resistance increases?
