Well - paid $15 bucks for a 2 day look at 1991 4Runner manual on that TSI site. Seems like only the electrical stuff, but the "relay locations" doc seems to show it under the left/driver's kick panel. I had looked there before, when I looked again I saw everything but the starter relay. Then - looking at the wiring diagram, it looks like the manual (M/T) has the starter relay and the auto (A/T) only has the park/neutral switch? Could this be?
So if it has no starter relay, what else could be reducing the voltage to the small connector on the starter?
Old wiring and maybe a tired ignition switch?
The park/neutral switch seems to work, could it be randomly working or reducing the voltage, and where do I find it, underneath on the transmission? Can it be tested - or just replaced?
