The cop was just a jerk on a power trip. The street we were on didn't see much travel so I don't think it was a congestion issue. The most interesting part of the story is that I asked permission of the owner (whose ditch the lady had ended up in) if I could drive through his corn field to get access to her. He hadn't noticed she was in the ditch (probably a 1/2 mile from his house). He gladly allowed me access. The cop had stopped in the road with his lights on. He waited for me to pull on to the street with her car before he got out of his car to cite me. If I had just pulled her on to the driveway he couldn't have done anything.
