Is this a common setup for TBI on a 2F?

If it is off of a 4.3 yes, even if it off a 5.0 or 5.7, the only difference is the throttle body in the entire set up.

That is a smoking deal, he has over a $100 in the adapter kit alone. The harness will need modded I presume, and a chip to make it all work? Once you get it up n running there is no real comparitive option except propane.
