22RE High and surging idle issue. Narrowed down to AAV need help

I have a 1993 Toyota Pickup with the 22RE. I bought the truck a week ago and have an issue with a high surging idle. Idle is always high and surging occurs when it warms up and the fuel cutoff kicks in. I am relatively familiar with these motors, and a mechanic by trade, but work on a different breed of vehicle haha.

I understand how the Auxillary Air Valve or IAC valve whatever you want to call it works. It has a wax valve that slowly closes as coolant warms it. The AAV on the truck did not function, so I pulled it apart. There was rust and junk in a coolant passage so I cleaned it out and re-installed it. No success. Had one on a spare throttle body, freshened up and installed that. No success. Got a brand new one from Advanced, installed that this morning. Same high idle issue and surging idle.

I know its the AAV. I read a thread where a guy eliminated his AAV by covering the air inlet in the throttle body with duct tape. While I wouldnt trust that to not get sucked through the throttle body after a few days of daily driving, but it worked as a diagnostic tool. I taped over the air inlet in the throttle body, and it idled as the proper speed and no surging. SO the problem is obviously in the AAV.

Is there anything else that could be causing the AAV to not function properly? I found some gunk the cooling system initially and a chunk of RTV in the radiator this morning, so I'm thinking that the cooling system could be plugged causing insufficient flow to the AAV. I will try a full flush, after that I have no clue what could be causing this issue.

ANY advice on the topic is much appreciated, as most of you guys are much more versed in the 22RE and its systems than I am.
