22R Carb Problems -is it the dash pot?

My 22r carb has been having issues lately. (1981 - full California smog edition). When slowing down and taking your foot off the gas pedal, the idle instantly drops like normal, but stops at about 1500rpm. When you downshift to slow it more, it will drop down to the normal 600-700rpm range after a couple of seconds of engine braking.

If you do not downshift and use engine braking, the rpm will stay high. These symptoms can only be replicated under load - it will not do this in my drive way when in neutral.

Otherwise the carb and engine run awesome and idle very smooth. This problem started after the bellcrank spring broke. Since then I run the stock bellcrank spring and double springs on the linkage. The carb was completely rebuilt earlier this year too. Any suggestions on why the idle gets stuck high? The dash pot seems fine and not sticky, but then again I can only really replicate the problem while driving.
