How do they know that the Camshaft Seal is bad?
You cannot determine if a Camshaft Seal is bad without taking the front of the engine apart.
It's not common for one to fail at only 210k miles.
I called 2 local Toyota dealerships (I'm in Pittsburgh, PA) to find out what they charge for a Timing Belt / Water Pump Service around a year ago and they were around $1400 to $1600.
I didn't get a full parts list for what they'd replace, but your quote is twice that.

Note: There are multiple "extras" that might need replaced when doing a TB / WP service.
There are 2 Timing Belt Idler Pulleys, 1 Timing Belt Tensioner, 1 Serpentine Belt Idler Pulley, 1 Serpentine Belt Tensioner, and a Fan Bracket.
Each can be tested / checked (expect the TB Tensioner...) to see if they need replaced.
IMO, good shops explain this to people up front and explain that the service at a minimum is $X, but with "extras" could be as high as $Y.
Yours being a 2007 with VVI-i and therefore truly an Interference Engine, I'd definitely take it to someone that knows what they are doing.
As others have stated, it's highly unlikely you need front shocks.
Do you have Techstream or a code reader that enables you to read AHC pressures (Front and Rear...)?
If not, get the cable, buy an old laptop, download Techstream, and check your AHC pressures.
There's easy procedures to follow to check the health of your AHC.
The procedures are easy to find on this forum, but you can DM me if you want the simplified version.
IMO, everything quoted was high, except for the bearing repack.
Not sure why they quoted Both front axles, but only the Left Front wheel bearing(s)?
You have full access to the outer bearing when replacing a CV axle.
The inner (larger) bearing is behind an oil seal.
For what they quoted, I'm guessing they were not going to truly repack the inner bearing, they were just going to wipe the grease out and put some new grease inside the hub.
