1994 truck

I have a 1994 Toyota pickup the truck starts up and ran good when cold. but if you drive for 10 min and turn it off and try to restart it acts like it is flooded. if it start and you push gas pedal it just sputters. Any ideas.
It has a 22 re

the truck has a small exhaust leak could this have something to do with it?

I'm guessing it may be the fuel filter.
