1992 22re engine surge/ hesitation

ok, Ive had some trouble lately, 1992 22re ,200k miles. i've rebuilt the top end, checked timing and idle speed, replaced the radiator and installed the special dual stage thermostat. The truck surges/hesitates mostly while trying to maintain a speed but I also noticed it on the highway. I never really noticed it before the top end job, but it might have been doing it all along,the truck has always been terrible on gas mileage. also I replaced the fuel filter while it was apart. Could this be an egr problem? Its so close to running great Id really like to get this nailed down. Can I disconnect the egr vacuum lines and plug them to try to isolate the problem? and ideas would be greatly appreciated.

Something to check is the TPS adjustment/function per the FSM.

thanks.... but whats an fsm? (not too bright here). the last 4 banger i worked on was a 1971 merc capri and that was in 1979.
