Most likely ABS or Polypropylene. Our shop plastic welder comes with all the various plastic types used in the automotive industry and those are the two we use the most. Polyurethane is found to be used but not as strong so not likely found on a heavily used surface like a running board.

Anyways, all that info is irrelevant since it's all "plastic" and not fiberglass which was your original question.
Though top coating, regardless of which ever substrate, will require an adhesion promoter to bond to fiber or poly.
 
Essentially it's a paint on top and then it's whatever underneath. So I'd use a plastic adhesion promoter and go for it.
At least this is what I'll do with my exterior trim pieces on the side.
 
This is what i've used with great success, works really well in situations where sanding is near impossible.
We use a lot of Upol products in the shop. Has great spray characteristics, probably the best of any aerosols.


Raptor has their own branded adhesion promoter too.
