shut off solenoid

Hello, My 1HZ 105 cranks but wont start, The shutoff solenoid immobilizer has been bypassed taking the middle wire from the plug directly to the solenoid, I have replaced the solenoid but im not getting any voltage on the cable from the wiring harness to open the solenoid. Does anyone know...
