rust problems

Howdy All, I recently came across a multi owner 100 series up for sale. The body and interior are in great shape for the age and amount of owners it has had. The only problem is it from up north... The rust... Oh God the rust... Is it even worth having a PPI done on it? She looks pretty rough...
