reprogramming

So am I correct that this is still not possible? Even for a dealer? I’m going to be putting on a set of Falken Wildpeaks and would like to get some 17” wheels and then have the speedo reprogrammed by the dealer. But from what I’ve read on the forum that can’t be done. Correct? Also...

Hey! Trying to help a friend out with an 00 T4R. He lost his keys and got fleeced getting a new Master and Valet cut, but they weren't able to program. I've got a copy of Techstream I use for my LX, if the keys are cut what would I need to do to program the new ones (without an existing)
