hydraulic surge brakes

I just picked up a trailer that was a little bigger than I had planned on buying. It is a 7X14 tandem enclosed Wells Cargo. It has hydraulic surge brakes which I have never had or used. I just wanted to see if anyone could tell me if there is a way (that I cannot find doing a search on these...
