78 2f distributor rebuild

Working on a rebuild of a 78 2f distributor for my fj40. I have been able to find great deal of information on the forum but I stll have a few questions:

1. when I removed the weights there was a paper strip wraped around the post that the weight hinges on, is this necessary? They are in bad shape and difficult to re-install.

2. My stop pin bushing was missing. I've read that you can make a substitute out of brass tubing, does anybody know what the outside diameter of the stop pin bushing should be? I have a metal lathe so I can make it any size needed.

Necessary? No.
It will run without the weight bushings.

The governor pin has to be big enough to limit total timing to what ever number you're shooting for.
