When I measure the vehicle side of the small black wire in the green connector it is 12 volts, when I plug it together something happens in side that connector where the wire coming to the ignitor is only 4.2 volts. I'm lost on what the problem is

Ok, just measured and I think I'm on to something. The small black wire on the power lead in the green connector is showing 12 volts with the KEY OFF... and showing nothing with the key in the run position. The large black wire is showig 12 Volts with KEY ON and nothing with KEY OFF

Here is a pic with me pointing to the wire showing 4.2 volts with the key off. It goes into the green plug that is visible in the right of the picture. thanks for the help guys.
