This is a factory sticker with the VIN on the bottom. I dont know what type of modification the factory would have done.

It's very possible that they used an aftermarket thermostat. It could have a defective OE tstat but I spent 35 years mostly at Ford dealership service parts and Used car departments will sometimes use the cheapest option on a car. Makes me think of my Ford products with the keyless entry pad. If I'm going to be doing something where I might lose my key, I just lock it in the vehicle and use the door code to get in!
