Would I still have +12v at pin 8 on the CHECK CONNECTOR if the fusible link was bad?

I went through a diagnostic checklist posted by jonheld (forum won't let me attach the link since this is my first post on this forum). I have no CEL; +12 at brass terminal screw in fuse box; +12v at pin 8 on the CHECK CONNECTOR. Also tested EFI relay by putting voltage to it and works fine...
