I had the same issue. Tried almost everything including drilling out the rubber, sawsall was worthless. Finally broke out the 6” cutoff wheel on the angle grinder and that did the trick. The CCOT hell for stout front bumper is on sale for $300. Dirt cheap IMO. The rear is another matter. Thinner metal and lack of support back there for towing. Plenty of easy options for reinforcement if you have a little welding skill.
