Thanks for the help. I've read through those and I was leaning toward EFI relay being the cause however my charge light still doesn't come on with ignition on. Which is suppose to be a sign of faulty fusible link which I just replaced. Hoping it's not a short that busted the new link.

Of course duh that's my bad. Its a 94. I should add I tested the EFI fuses and everything seems fine. I tried testing the EFI relay but I'm not sure I'm doing it right. Not 100% sure what prongs I'm supposed to be testing and with my multimeter set to resistance 200 I seem to get 000s no...
