Same situation here, no idea how to remove that plastic cover

Can you tell me the order of the washers? I think I may have reinstalled mine incorrectly and I am getting fuel smell in my engine bay. There is a circle gasket and then the gasket with 4 tabs. If you happen to remember the order they get installed that would be amazing.
