Yes the belt is tight

Started to have intermittent problems steering. Power steering fluid was low . Refilled and went through bleeding procedure. Jacked front end up and rotated wheels back and forth. When it went back on ground it would not turn to right . I think power steering pump is functioning. Not sure what...
