Fog lights staying on?

I went out this morning and the fog lights somehow turned themselves on. I opened the door and barely touched the light switch and the horn came on. I disconnected the battery to "re-boot" it and it repeated the same scenario all over again. In the interim, I have unplugged the fogs & horns. Everything else functions normally.

Any suggestions where to start? I can live without fogs but a horn might come in handy at times.
