Looking for a used in good condition, steering wheel. This one has several cracks. Can it be refurbished?

Yes that one is fixable. I am sure there are threads on here that can help you. There are several videos on YouTube.

I used an epoxy called PC-7 to fix the cracks in my Chevelle steering wheel. Grind out the cracks a little and fill, then sand and repeat as necessary. Finished it with SEM Landau Black rattle can and Spaymaxx 2K gloss clear rattle can. I am really happy with the results and is holding up great after 2.5 years so far.
