Both my 71's have those and no idea what they were for. I used the passenger side for an air intake. Stuck the air filter canister in the hole.
 
to create air flow, in hope of rust prevention? It seems you have open vents outside the fender.
 
1968 55’s had running lights up in the apron and the access for the hardware was through that hole, assuming they removed it from the inners when they updated the forming dies.

Lil'John,

That inner fender is perfect for a snorkel. I drilled some holes in that inner support, hopefully to draw in more air.
