Wipers speed up at higher rpm’s/lights also get brighter (1 Viewer)

Have a 77 fj40 that I’ve been doing a bit of work on. Just replaced the battery and overhauled the motor for the wipers (wipers were not working previously). At idle the wipers work great — 2 speeds, slow and fast. When driving I still have 2 speeds but now it’s just fast and extremely fast (overkill). Also noticed that the headlights will get brighter at higher RPM’s.

Definitely seems like some kind of electrical problem but after searching the forums I haven’t found a solid answer. Would this be attributed to the voltage regulator? Poor grounding? Alternator issues?
