I have two starters that my buddy gave me and don't know which one to use. They look like they're mirror images of each other.

I like how much bigger these gear reduction starters are compared to one off of a 2F. These things are massive!

The early (90 -96) 1HZ, uses a 28100-17040.
 
That part number looks to be from a 24v.
 
The other starter has no part number.

Since it appears the clocking is correct on the starter you have, one option is to get a 12V forklift starter, 28100-54090, and swap the nose pieces. When I bought the engine from Georg, he gave me the rebuilt forklift starter, and I did the swap. Easy job.
 
Here's a dumb question, but is there a way to test the starter on the bench and determine whether it is a 12V or 24V? As I mentioned before, both spun up when I applied 12V.

Both starters will operate on either voltage. The 24V model should run approximately half speed on 12V with no load. By putting 24V on a 12V starter, it will try to run a twice normal speed. In other words, the speed of a DC motor is related to the voltage applied. However, to develop the proper torque, a starter needs to be operated at rated voltage, or it will overheat. I'd believe the part number, which indicates it's a 24V model.

28100-17020, this number is also for a 24v. And its off a 90-92 1PZ 1HZ 1HD T

This a 12v number 28100-17060, but I bet there are more
