Which first- rear frame crossmember or sill?

I am in the process of replacing the rear frame ends/gussets/crossmember and rear sill and lower quarters.
I've used the rear sill to help locate the replacement frame end/gusset/crossmember assembly and I am ready to weld it in place. However, it seems like it might be easier to work on the rear sill replacement without the rear crossmember in place.

For those who have done this, would you
(1) weld the rear frame assembly in place and then do the sill replacement, working around the crossmember.
(2) I could make small brackets that bolt on to frame so I can locate the rear crossmember from the original sill, then remove it, then install the replacement sill checking the location by the rear frame crossmember which i can install/remove temporarily with a few bolts. Once the sill is installed I would permanently weld the crossmember.

A pic for reference. The red rectangle shows roughly how I would temporarily make a bolt on bracket. so, (1) or (2)?

I really think @Pierps has it right in this post for what its worth. Get it all steady before body work.
 
No. (1). Get tthe frame right first. The old sill could be anywhere by tis point.

Haha yep, frame work is done, 4+ swingout installed and I have been enjoying the cruiser since ~April. Rear sill is up next.
