What should be fastened to those points? Location passenger side behind rear wheel arc. Long bolt in picture is body mounting bolt.

On a fj60 gasser, there is a metal shield protecting the underside of fuel filler pipe.

Yes the shield plate comes to those screws/brackets that are still there. Or that is my opinion. Have to take that shield and try to fit it to see for sure.

Great picture. I believe the 2 little tabs those folding little tabs to wrap around some flexible fuel line. The other one with the bolt is the hold-down clip for the fuel vapour line. I'll get some pics of my truck later today and post them up.

Here ya go two of the tabs look to be broken of on yours they hold two of the rubber line that come from the tank to the vent system the other that is bolted holds a metal vent line a the 4 bolting points hold the sheld.
