Going to help a friend add some tow hooks to his 05 Jeep Grand Cherokee and the manual says this is one of the required tools. Looking into it a bit online it seems like I just need some sockets, but I do wonder what this tool might be. Thoughts?

Interesting. Thanks. The YouTube videos I watched for this install didn’t show them doing that. How are these different than the other plastic push fasteners on say a fender liner?

These are actual pop rivets (plastic rivets). The push style you're referring to don't provide the grip strength these do. These plastic rivets are not reusable.
