...located behind the spare tire in the swing-out tire carrier, it is tied with a string and mounted with these two clamps seen in the first picture...any ideas??

Yup, it locks the wheel in open position, you should find a place for it to clip in when not in use, you dont want the wheel slamming into your tailgate by accident thereofore the lock pin
The hole you're supposed to stick it in is at the bottom of the swing out near where it attaches to the vehicle. Very handy although I only use it when I'm camping and leaving the tire open for a couple of days.
