What is this lever on the side of the transmission tunnel (67 FJ40)?

Probably a makeshift transfer shifter.

This would have made more sense of the OP had linked his other thread on this Vehicle https://forum.ih8mud.com/40-55-series-tech/757856-need-your-opinions-40s.html RHD, V8 and vacuum shifter under the hood. Like the other thread still thinks it a high low shifter.

Cant believe there is nothing definitive on this lever from the Mud collective genius,,,,, is it fitted with a PTO??, even a Fairey overdrive possibly????
Is the fact its RHD got something to do with its history?
