What is this and should it be attached?

Water seperator for your diesel. Yup. Needs to be attached to properly collect water that's in your tank from getting into your fuel lines, pump and eventually worse. Try to drain it regularly (regularly as in, some say once a week, some say once a year, some say only when the light goes on) to keep your fuel "water free". I'd empty it more often than not, because even though they have diesel in them, if enough water settles in it, the bottom will rust and you'll need to replace it. The electrical harness that plugs into it connects to the dash light that says filter. If that goes on you definitely need to change it.:beer:

what do you mean by disconnected, the wiring or the fule lines?
The wiring should trigger a warning lite on the dash, when the seperator is full with water.

try to open the bolt on the bottom, and see what comes out.

The electrical plug on it seems to be unplugged and in pieces. The "Filter" light on the dash come on when I put the key in, then goes off once the truck is started. Is that how it is supposed to work? Would it do this if it were really disconnected?
 
Filter light on start up is just a test I think. Something else may be connected. I will have to look at my FSM as my BJ does that too. SO its normal.

But the filter light coming on is when the switch inside makes continuity due to water levels being there.

Then you drain it and it goes away.
 
The light will come on at startup regardless of whether it's connected to the separator or not. The lights coming on at startup is simply to confirm the warning lights work, ie: are not burned out.
