What is this? 91’ oil pan gasket removal

Managed to remove all the bolts to the oil pan in order to remove and change the gasket… what is this bar? It’s blocking from sliding the pan out. Can it be removed? If so how difficult? Any precautions to take?

steering arm, if you jack up the frame you should have enough room to remove the pan.
