Granted this is on a 1FZ-F but what are these 2 slots for on the carb intake mount ?

The one on top is a coolant passage but not sure of its purpose. The one in bottom seems to be vented out the left and lines up with a slot on bottom of carb .

It is an emission control and drivability system to prevent carburetor icing, which can happen to fuel vapor between the carburetor base and intake manifold. This was TMC's cure-all for a variety of engine performance issues that could be caused in the many different areas (markets) the Land Cruiser was sold in.

Is there a way or any benefit to bypassing this ? Being in Florida we do occasionally get some cold / freezing weather but it’s few a far between.

I just ordered a new insulator/ gaskets as mine were pretty bad from the rusty water and the previous owner has a bunch of gasket seal to keep it from leaking. I’m hoping with the new gasket and some blue Permatex I can get mine to seal properly.
