Main thing that caught my attention...
"Also the Toyota was diagnosed with a faulty O2 sensor which HAS BEEN REPLACED. But when the dealer fixed it they also wanted an extra $85 at the time to reset the check engine light. The budget was tight that week and she has not returned yet for the resetting. It is off now but does come back on periodically."
That seems kind of odd
don't you just disconnect the battery to reset the light? How hard is that?
CEL on indicates there is still a problem in my book. I wouldn't buy it without getting it checked out.

I mean, that is like 1 hour of shop labor - doesn't it usually take you 1 hour to disco the battery?
On the other hand, I bet the shop manual calls for disco'ing the battery before you replace th o2 sensor!!!
The check engine light is 99% emmisions, if you don't need emmisions, don't worry about it.
Hard to ignore that annoying SOB!!
If your in Vegas, I would try finding a rust free in the south west....IMHO
