What do you think? Stock steelies (15x5.5) with Hubcaps versus aftermarket steelies (15x7) ...

Stock, but try the stock gray color for your 40 (for the wheels).
Yeah ... not sure if all were gray; I believe some years were black ... these were what I got thru Toyota directly, so would have to repaint
 
Stock. Western Sandblasting can blast and powder coat if/when you need the color changed. I had them do my 55's and the 80's wheels. Epsco did my Troopy wheels and they were twice as expensive as Western and the finish isn't holding up too well.

Only the early years were black, but if you prefer black go with it. I have the later model spoke wheels on my 40 which should be off white but mine are gray.
 
Didn't some of the early FJ's have body matching wheel paint? Blue, Beige, Off-White, etc? If not OEM that way, there are quite a few that have wheels that do match body color or the accent white color.
 
Stock wheels and hubcaps is a hard look to beat for a 40.
