Damnedest thing. I wanted to see if anyone else had seen it before before I take apart the interior looking for a water intrusion point.

It's almost as if water had pooled where the belt is coiled because I had to put the seatbelt on before I noticed it and the entire belt was damp.
 
Sounds about right as I have front runner rack on top. I did not install it, but looks like I need to seal them up. Thanks for the reply!

New rack and the same thing happened to mine. Driver seat belt was soaked where the tensioner is located. Anti-seized the lower part of the threads and silly coned the heads of the bolts and I haven't had a problem since.
