I sprayed with water and it briefly disappeared, hence belt noise right? I hate too put anything on the belt but i hate the whine when it starts up. Perhaps I should dial in the tightness.

 
The video doesn't really point it out.
In my experience with Toyota belts on the 2F, once they get contaminated with even the smallest amount of coolant— they'll be noisy forever. Same with uncontaminated old belts. Nothing can get rid of it permanently.
Those belt dressing sprays work for about a day - then the noise returns.
Just replace it. While the belt is off, clean the contact surfaces of the pulleys really well.
 
OK, that makes sense. I had like 3 leaks after I changed the WP and it did get on the belts. Dang it. People will start thinking that I self mutilate due to the cuts I get from the shroud taking the dang fan clutch off.

I used a tube to ear to locate the squeal to the WP pulley area. At first I thought it was the new WP but then adding water to belt got rid of it.
