VTV that feeds carb choke breaker, same is found in fj60 smog spaghetti?

I'm rebuilding an fj60 carb that is missing the VTV that feeds vacuum to the choke breaker and just noticed what appears to be the same part in a pile of fj60 smog spagetti I have laying around (see pic)

can anyone confirm that this is the same or an interchangeable part?
