Uhhhh! They vent the cab of the truck. The equalize the inside and outside pressure.

Also: exhaust air when A/C or heat is set to Outside Air....
 
I dunno about you guys, but my truck's loose enought that I could glass in those vents and I'm preeeeettttty sure I can still close the doors. Maybe even slam them!
 
All, (well almost all) vehicles have them but are usually disguised or hidden in the taillights. They allow air to move through the vehicle when moving - basically exhaust vents for whatever comes in through the blower.
