my 1987 60 is starting to die on any type of hills .a new gas filter helped but how about a valve adjustment ? how do you know when you need it and how often should it be done ?

Its good to do your valve adj. every 8000 miles or so.
I'm not sure what you should pay for it. The timing should also be adjusted after the valves.
Usually the engine will run a little rough when the valves need to be adjusted. I noticed more power, a smoother idle, and a little better gas mileage after I did mine.
