Between the turn signal relay there is a metal jumper between the relay and plastic spacer were the relay is plugged into the fuse block. I have purchased an aftermarket turn/flasher relay is this jumper still required I do not see it on the wiring diagram

I have a 97 Land Cruiser were the turn signal and warning flashers do not work
Replaced the flasher relay and checked the fuses
There must be something in common with both the turn signals and warning flasher ??
If ONE of the bulbs is bad will it cause the flasher and turn signal not to work?
What else should I check, were does the relay pick up its ground?
