Per the 1981 emissions 2F red FSM

I always start at the first system circuit page section 3-4 PCv valve

then on to 3-6 fuel evap control

and this is where verifiable tech should be applied to confirm you have a sound and one way only vented inward airflow
Working propped gas cap ....

old rusty ones with a bad gasket or stuck closed check valve or safety valve as it is termed

Let me know if you need some EGR parts: vacuum modulator, EGR valve, EGR cooler, etc.
 
At the end of the video, there are at least 2 vac hoses connected wrong at the carb.
Start by going through the vacuum drawing in the emissions FSM, tracing each vac connection, getting hoses routed correctly.
Post pictures of the finished install for double checking.
 
It helped me to understand the numbered dots on the right correspond to where the big white arrow is pointing (just under where the it says "choke opener") ...the ends of the metal piping where the vacuum lines attach. And bottom right the corresponding pipe number shows where that hose connects.
