Trailer tail light electrical confusion (1 Viewer)

I have brake lights and turn signals on my trailer that work fine, but the tail lights don't. The first thing I did was check for voltage at the plug on the vehicle with a volt meter and everything is good. So, I spent a bunch of time on the trailer. I can't find any problem there. I plugged the vehicle into another trailer and had the same problem, so it must be the vehicle. I even check that the plug had continuity.

Can any of you 80 experts/problem solvers/electrical engineers tell me how I could have power to the plug (as per my volt meter) but not have power transmitted!?
 
Check the grounds, need to be clean and rust free.

Was the trailer connected to the vehicles hitch or just the electrical connector?
 
The grounds have been checked thoroughly and are all good. Test were conducted with the trailer connected and disconnected, though I don't rely on the hitch as a ground.
 
There may be sufficient voltage but current may not be. Good chance the converter box is the culprit.
