On my tow hitch, the two rear bolts are 19mm, but the front most bolt seems to be larger. Is that sound right?

Probably it has the same thread pitch but maybe someone replaced it with an aftermarket bolt with larger tip size. It's 19mm 3 bolts on each side. If the tip of the bolt is 20mm on yours then most likely it's not a Toyota bolt.
