STUCK LIFTER

I have an old diesel engine that I’m changing the lifters in. I have changed all except 1. I’ve looked everywhere for a removal tool but can only find them for hydraulic lifters. As this uses solid lifters I’m a bit stuck. So wondering if anyone may have a trick to removing a stuck lifter (solid) or know of a tool for the job?
Any help would be great.

I've never done this. Not sure what the lifters look like on the 12HT, but maybe this will give you some ideas?

 
2H and 12HT are similar. Lifters are pushed by the cam lobes. Can you turn the crankshaft to get it moving? If the engine is on a stand and disassembled, you can push it out the back end through the camshaft hole. Depends which one it is. Middle might be harder than ends.
